Tarrlok was a member of the United Republic Council and represented the Northern Water Tribe. He was an ambitious politician, and although perceived as fair to the general public, he was pushy and manipulative. He and Tenzin had a long standing rivalry, as they rarely agreed, on the best way to govern Republic City.
Tarrlok worked hard to hide the fact that he was the son of an infamous crime boss Yakone, but was exposed to the public due to the provocation of Avatar Korra, which led to him revealing his dangerous and unique ability to Bloodbend without a full moon.
He later revealed that he was the younger brother to Equalist leader Amon (Noatak) when he shared his painful past. Not long after, Amon was revealed to his followers and escaped with Tarrlok on a boat, which Tarrlok bombed as atonement for his and Amon’s mistakes.
